FBI agent Noel goes undercover to infiltrate a criminal organization, only to find herself working for Kane, an East Side boss who has resolved to go straight. As Noel gathers evidence, she finds herself moved by Kane’s fierce protectiveness. Meanwhile, Kane’s half-brother, Ken, remains obsessed with the criminal underworld, repeatedly instigating conflicts and taking hostages. Setting aside their adversarial roles, Noel and Kane join forces to gather conclusive evidence and work with the Coast Guard to bring Ken to justice. With the crisis resolved, the East Side operation fully transitions into a legitimate educational institution; Noel resumes her duties as an agent, and the two overcome the barriers of their respective worlds to build a life together.
